Labor Market Policy Deputyship

The Labor Market Policy Deputyship plays a central role at the Ministry of Human Resources and Social Development by shaping labor policies for the private sector. It formulates, develops, and evaluates policies, ensuring their feasibility. Additionally, the deputyship conducts relevant studies and prepares reports. Furthermore, it aligns these policies with the strategic plan of Human Resources and Social Development, in accordance with Saudi Vision 2030.

The Deputyship seeks to ensure the progression and justice of the labor market in the Kingdom of Saudi Arabia. Moreover, it fosters its competitiveness and attraction by applying the best statistical and research methods and modern international and science practices of policymaking subject to the strategic planning and the continuous assessment of the impact of such policies.

Goals of the Deputyship:

  • Formulating and enhancing labor market policies and regulations.

  • Monitoring labor market trends and preparing specialized studies and recommendations.

  • Assessing the feasibility of policies and ensuring their alignment and integration with the strategic plan of the Ministry, Labor Market Strategy, and Vision 2030.

  • Ensuring alignment between labor market policies, the Labor Law, and other related laws.

  • Monitoring international labor trends and standards to support the enhancement of local policies and laws.

  • Increasing effectiveness of labor policies by monitoring their impact.

  • Increasing effectiveness and relevance of labor policies through social dialog programs. 

Tasks of the Deputyship:

  • Developing labor policies, programs, laws and procedures

  • Assess the impact of active labor policies. 

  • Engagement in developing and suggesting national strategic plans required to enhance the labor market.

  • Conducting research and preparing studies and statistical reports of the labor market to support decision-making.

  • Cooperation with research centers inside and outside the Kingdom.

  • Monitoring international practices related to labor markets and studying the possibility of enhancing the KSA labor market with the same.

  • Developing Key Performance Indicators (KPI) of each policy before approving them.

  • Conducting strategic partnership with the concerned national, regional, and international bodies.

Organizational units related to Deputyship: 

General Department of the Labor Market Laws and Regulations

  • Supervises labor market research, policy formulation (strategy), policy development, and policy impact assessment.

  • Focuses on sound economic principles and public policy practices to optimize the use of labor market human resources.

Assistant Deputyship for Policy and Data:

  • Conducts periodic reviews and proposes updates to relevant clauses.

  • Ensures clarity and coherence of the language and structure of labor laws and regulations.

  • Develops and announces changes to empower their execution.

General Department of Labor Market Research and Statistics:

  • Conducts labor-related studies and research, supporting decision-making and development activities in collaboration with research centers.

  • Collects and analyzes data, develops reports, and provides statistical indicators.

General Department of Labor Strategy:

  • Develops and updates strategic plans for organizing the labor market.

  • Conducts essential studies and business planning.

  • Ensures effective communication, especially with relevant external bodies.

  • Oversees tripartite social dialog.

General Department of Labor Market Policies and Standards:

  • Develops labor market policies based on best practices and alignment with the strategy.

  • Monitors national and international trends impacting labor market policies.

  • Manages Nitaqat (a Saudization program) and economic activities, ensuring alignment with relevant government bodies.

General Department of the Assessment of the Policies of the Labor Market:

  • Assesses labor policies and procedures in the private sectors using best practices.

  • Monitors and evaluates impact of labor market policies.

  • Provides recommendations for improvement.
