Over 22,000 Social Insurance Beneficiaries Empowered by the Ministry of Human Resources and Social Development in the Labor Market During the First Quarter of 2024

Social insurance beneficiary’s empowerment program, executed by the Ministry of Human Resources and Social Development, surpasses targets, enabling over 18,000 individuals in the first quarter of 2024. Empowerment is one of the programs offered by the Social Security and Empowerment Agency through a range of services provided by the Ministry's partners, which include job and training opportunities, in addition to services supporting productive and entrepreneurial projects to improve the living and economic conditions of the beneficiaries and transform them from pastoral to production and material independence, through three main tracks: 

Tracks of Empowerment 

The empowerment tracks for social insurance beneficiaries are divided into three main tracks: The employment track, which is concerned with assisting through the Ministry's partners from various sectors in providing job and training opportunities, by registering on Taqat platform of the Human Resources Development Fund "Hadaf" or approved employment platforms, in addition to job forums in various regions of the Kingdom. The second track is the business empowerment track, which contributes to providing financial and non-financial support programs and training for beneficiaries to advance their entrepreneurial work or productive projects, providing advice and assistance in developing feasibility studies through specialists and experts. The third track is the rehabilitation track, which seeks to provide rehabilitation programs and services to beneficiaries who can rehabilitate, including health, psychological and social rehabilitation.

More than 3,700 beneficiaries enabled by the Ministry in the economic track:

In addition to the list of enablers that amounted to more than 18,000 beneficiaries in the employment track, the Ministry of Human Resources and Social Development was able to empower approximately 3,744 beneficiaries in various regions of the Kingdom in the economic track. This is done through providing financial and non-financial support for their productive projects and entrepreneurial work. The Ministry also worked to provide a set of incentives that enable beneficiaries to start their projects. This is through the Social Insurance and Empowerment Agency's endeavor to create complementary relations between the labor and social development systems and other interested parties to develop the level of services provided to social security beneficiaries, transfer them to productivity and transform them into productive and effective energies, based on the Kingdom's Vision 2030. The Ministry cooperated with the Social Development Bank by holding many meetings and workshops, which resulted in providing soft loans to beneficiaries, to start their projects and investments in the labor market, in addition to training, rehabilitation and technical follow-up of the project. Additionally, the Human Resources Development Fund provides another package of incentives for beneficiaries of social insurance to start their projects.

The training courses in this track included several diverse titles such as the course of establishing productive projects, studying feasibility and effectiveness in the labor market, investing in labor market opportunities, preparing business plans for entrepreneurs, the basics of project innovation, project growth strategies, in addition to a set of courses specialized in commercial regulations, accounting courses, and courses specialized in leadership and development in commercial projects.

Empowerment Activities:

The activities of the empowerment program provided by the Social Security and Empowerment Agency varied, as the Agency implemented more than 240 training courses and workshops held in social insurance offices spread in various regions of the Kingdom, including courses in English language, computer uses and applications, modern technologies at work, leadership in technical projects, English language skills in administrative work, product management and design, basics of cybersecurity, administrative leadership skills, computer maintenance, information graphics, and operational planning.  The courses also include project feasibility study, analytical accounting (cost management), basics of IT for beginners, freelance opportunities, mobile maintenance workshops, business model, developing women's skills and empowering them in the labor market, marketing and digital transformation, revenue management, Excel skills, executive secretarial, CV design, human resources for non-specialists, graphic design, financial account management, cloud computing, financial awareness, product management and design, and the basics of Photoshop. The courses are announced to beneficiaries by social security offices on an ongoing basis.

The Social Insurance and Empowerment Agency, through its offices in various regions of the Kingdom, has concluded more than 63 memorandums of understanding, cooperation agreements and strategic and regional partnerships to serve social security beneficiaries and empower them in the labor market. These partnerships varied to include partnerships with training institutes, charities, private sector institutions and government agencies. In order to create convergences between employers and social security beneficiaries who can work, the Ministry organized more than 47 Empowerment Forums across all regions of the kingdom. Private sector institutions participated in these forums, offering numerous job and training opportunities in the labor market.

The Ministry of Human Resources and Social Development, through the Empowerment Program, aims to achieve the core objectives of the social security system. It's worth noting that Article (19) of the Law stipulates that the Ministry, in collaboration with the Human Resources Development Fund and relevant entities, shall prepare a rehabilitation plan for each eligible beneficiary according to the conditions specified in the Regulations, such as age, qualifications, medical fitness, etc. Additionally, the Ministry provides job search services for every capable beneficiary and ensures continuous follow-up for both eligible and capable beneficiaries to assess their qualifications according to the plan and the seriousness of their job search efforts, including accepting job offers and suitable training.
