The partnership of the Ministry of Human Resources and Social Development with the Government Expenditure and Projects Efficiency Authority has contributed to achieving qualitative achievements in raising the efficiency of asset and facilities management and enhancing the quality of service.

The joint program to support asset and facilities management led to the establishment of a facilities management system in accordance with best practices, and reduced maintenance, operation and maintenance costs, with the automation of 5 asset and facilities management processes.

The joint work also contributed to improving the asset and facilities management practices in the Ministry to 66%, reducing the percentage of direct purchases in the Ministry to 0%, raising the satisfaction rate of beneficiaries to 74%, and adhering to the requirements of the initiative to localize operation, maintenance and cleaning contracts to 93%, in addition to raising cost efficiency. Unit for operation, maintenance and cleaning by 27%.

The Ministry of Human Resources and Social Development adopted the National Guide to Asset and Facilities Management, which represents a comprehensive reference that enhances quality, efficiency and sustainability in asset and facilities management in government agencies.

The guide prepared by the Government Expenditure and Projects Efficiency Authority and the relevant government agencies aims to: unify procedures for managing assets and public facilities while ensuring their compatibility with local legislation, and to build asset management systems by recording and evaluating them to support optimal decision-making with the aim of prolonging the life cycle of assets, and to manage public facilities effectively and efficiently based on the principle of cost and quality and rely on continuous improvement and preservation of resources, by activating the concept of financial planning for asset and facility management and effective management of supply chains and contracts.

The guide has been prepared to be a technical reference for public entities on ways to optimize the use of the asset and facilities management resources of each entity and manage them efficiently. The guide also covers the work of asset and facilities management during the full life cycle of assets and facilities starting with planning, construction, and receiving the project, through the contracting and purchasing stages, then operation and maintenance, and ending with the decision not to use and dispose of the facility or asset.
